Many Fair Oaks Ranch residents have proudly served their country. Some retire here and then continue to serve their local community. For America’s 250th birthday, Greet Magazine is featuring some of the many neighbors who served their country through distinguished military careers and then continued to serve their community by volunteering locally. Meet the Patriots of Fair Oaks Ranch!
Al McDavid, U.S. Army (Ret.) & Reta McDavid
Al McDavid’s 28 years of military service took the family to many locales both foreign and domestic. Al concluded his career as a Colonel commanding 2000 soldiers at Ft. Bliss, retiring in 2000. The McDavids moved to FOR in 2002, where service to the community became routine as Al was a first a member and then led the DME Unit Restriction’s Committee for over 20 years. He also served on the FORHA Board of Directors from 2007-2016, and subsequently served the final 6 months of an open City Council position in 2013. Additionally, Reta & Al have supported the FORHA Adopt-a-Highway program for many years. Reta’s volunteer community service includes the military’s Operation Write Home, creating well over 10,000 handmade cards that are sent to deployed military to help them stay in touch with family.
Ron Hubbard, U.S. Air Force (Ret.) & Dr. Kathy Hubbard
Ron Hubbard served in the USAF for 24 years, with stints in the US, then in Thailand during Vietnam, finishing his military career as a Colonel in Missouri in 1993. During his last assignment, Ron met Kathy at a local Chamber of Commerce event. After marriage, they moved to the Hill Country where Kathy operated a private Ophthalmology practice in Boerne for 20 years. Community service remains a key part of their lives. At Spring Creek United Methodist Church, they are involved with Stephen Ministries & the Walk to Emmaus; they also have a long history of service with Rotary International. Kathy has been a Rotarian since her days in Missouri, filling multiple leadership positions over the years, including District Governor for South Central Texas in 2018. Ron currently serves as Assistant Governor for four local Rotary clubs. They are both proud members of The Rotary Club of Fair Oaks Ranch where each has served as President.
Colonel James C. Havard, U.S. Air Force (Ret.) & Lieutenant Colonel MaryAnne H. Havard, U.S. Air Force (Ret.)
Jim & MaryAnne Havard have made service to our country a cornerstone of both their lives with over 50 years of combined service between them.
MaryAnne began her nursing career in the private sector. She then received a direct commission as an Air Force Medical Service officer in 1988 as a hospital administrator. MaryAnne served for over 20 years, concluding her career as a Lieutenant Colonel. Jim joined the USAF through the ROTC program at NC State and served until his retirement in 1999 as a Colonel.
After moving to Fair Oaks Ranch in 2007 (Jim) & 2008 (MaryAnne), they both have been giving back many times over to the local community. MaryAnne served six years on the Board of the Deer Meadow Estates HOA including five as its President. She was a City Councilmember for seven years through 2021. Jim joined the DMEHOA in 2015 and continues as a member of that Board to this day.
Al Schmidt, U.S. Air Force (Ret.) & Jo Schmidt
Al Schmidt served for 21 years, attaining the rank of Colonel when he concluded his career in 1983. While in the Air Force he met and married Jo at Amarillo AFB, TX. After his military retirement, Al was employed in Contracts Management in the private sector while Jo worked in education and was active in the classical musical scene in the Washington D.C. area. The Schmidts retired and relocated to Fair Oaks Ranch in 2005. Jo is a member of the First United Methodist Church Boerne Choir, and she and Al have both been active as volunteers with FORHA’s Adopt-A-Highway program and with a San Antonio based dog rescue group.
Al has served as a volunteer Treasurer for the City while a member of City Council from 2009 to 2017 and currently serves as Chairperson of the Transportation Safety Advisory Committee. Al also represents Fair Oaks Ranch with the LSVFD and ESD4 and serves on the Board of Directors of the Kendall Appraisal District and the Deer Meadow Estates HOA.
Randy Surratt, U.S. Navy (Ret.) & Denise Surratt
Randy completed USAF Officer Candidate School and pilot training in the 1970s, serving in the Navy until his retirement in 2002 with the rank of Captain.
Due to Hurricane Katrina, the Surratt’s relocated to Texas & Fair Oaks Ranch where community service has been a priority. Randy has been a Rotarian since 2003, Denise since 2019. Due to his executive background, Randy completed and has used the skills from the Masters Leadership Program of the United Way to assist many local non-profits. He also served from 2018-2025 as the President of The Patient Institute of San Antonio. Besides her many Rotary activities, Denise has also served for 14 years at Main Methodist Hospital as an emergency room “bluebird” volunteer.
Garry Manitzas, Army Reservist & Dedie Manitzas
Garry Manitzas joined the United States Army Reserves while attending the University of Texas in Austin in the early and mid-1970s. He served for 6 years; his final Army Reservist rank & title was E-5 Sergeant.
Gary & Dedie moved to Fair Oaks Ranch in 2008 and their focus on giving back to the community grew many times over. They both became active in various volunteer activities with FORHA; Garry joined its Board of Directors in 2013. He moved on from his FORHA position when he was elected to the Fair Oaks Ranch City Council in 2015. The following year he was elected the 4th Mayor of the City of Fair Oaks Ranch, a position he held until 2021. Garry has also been an active member of The Rotary Club of Fair Oaks Ranch for the past 10 years, serving in leadership roles on its Club and Foundation Boards.
Dedie’s activities have spanned for many years both the FORHA and Deer Meadow Estates Homeowners Association Boards. She currently serves as Vice President of both those groups and heads up the highly active Communication Committees for those impactful organizations.
Mike Prouse, U.S. Air Force & Monique Bordelon Prouse
Mike enlisted in the Air Force in 1982 and his first and only duty assignment was with the Strategic Air Command at Dyess AFB in Abilene. He maintained warfare systems on many electronic, high frequency, and defensive avionics aircraft and he concluded his USAF career in 1986 as an E-4 Sergeant. Mike met Monique in Abilene, and they married in 1988, and, after stints in California and Ohio, they moved to her hometown of San Antonio and eventually settled in Fair Oaks Ranch in 2022.
Mike has been involved in the Wreaths Across Texas program at Fort Sam Houston National Cemetery, and both he and Monique have been active for many years as volunteers with Holy Trinity Catholic Church. Since arriving on the Ranch, the Prouse’s have participated in many FORHA events and have been sponsors for many beautification projects and celebrations. Monique became further engaged in the community when she joined the Fair Oaks Ranch Rotary Club in late 2022 and soon made an impact in many areas of service to the Club and community. She was recognized in 2025 as the Rotarian of the Year.
Rene Gallegos, U.S. Air Force & Nicole Gallegos
Rene served in the United States Air Force for 10 years and was stationed at Ramstein Air Base in Germany and Tinker AFB in Oklahoma. At Tinker he was part of a 5-man search & rescue team that supported local civilian first responders, and he was called upon to assist in the worst domestic terrorist attack in our nation’s history at the time, the 1995 Oklahoma City bombing.
Rene & Nicole moved to Fair Oaks Ranch in 2014 and have been quite active in the local community. Besides their three children attending BISD schools, Nicole is in her seventh year as a member of the Boerne Education Foundation Board and currently in her third year as its President. Rene served on the Board of FORHA from 2020 to 2026 including five years as President. Previously he served on the Boards of the Deer Meadow Estates HOA and the Leon Springs Fire Dept. In addition, he gives back to his alma mater UTSA by volunteering with a mentoring organization supporting entrepreneurs and students.
Lisa and Wade Weems
Wade Weems served in the United States Marines for 22 years, including six years on active duty. After having held billets in infantry, intelligence, and civil affairs units, he retired as a Lieutenant Colonel in 2020. Following a combat tour in Fallujah in 2004-2005, he led U.S. State Department reconstruction teams on the ground in Iraq and later served in senior positions in the State Department and the Department of Justice.
Now a practicing attorney, Wade, and his wife Lisa, also a lawyer, decided to make The Texas Hill Country and Fair Oaks Ranch their home in 2023. They volunteer with many organizations including Love Kendall County Kids and their own children’s schools. They serve local veterans through the San Antonio Legal Services Association (SALSA), provide pro bono legal services in the community, and support the Marine Corps Scholarship Foundation. Lisa is also a member of the Fair Oaks Ranch Rotary Club and has served in leadership roles in the Public Image and Service Projects activities. She has accepted a nomination to serve as the Club President in July 2028.
Kari Seamster, J. D., U.S. Air Force (Ret.) & Sean Seamster
Kari Seamster earned her Juris Doctorate from Texas Tech University School of Law. She leveraged that and other advanced educational credentials into a career as an Attorney in the United States Air Force from 1999-2014. Service assignments took Kari overseas to England, Germany, Afghanistan, and Korea and stateside to Idaho and the Air Force Academy in Colorado. She retired at the rank of Major.
Kari and Sean knew each other growing up in Abilene, but reconnected in San Antonio, married, and moved to Fair Oaks Ranch in 2020. Both are quite active in local church and community activities. Sean has served on the Fire Haus Action Squad which supports the volunteer fire department of Boerne. As President of the local Sigma Chi Alumni Chapter, he helps organize its annual golf tournament benefiting the Alzheimer’s Association of San Antonio. The Seamsters are both members of The Rotary Club of Fair Oaks Ranch where Kari manages website and Club Secretary responsibilities. On July 1, 2026, Sean became the 15th President in the history of the Club.
Colonel Daniel Nosal, U.S. Army (Ret.) & Lieutenant Colonel Colette Nosal, U.S. Army (Ret.)
Dan and Colette Nosa’s combined years of service to our country through the United States Army total 53 years. Now, in retirement, they both have continued to make giving back to the community a priority.
Colette served from 1983-2004 primarily throughout Latin America though she did deploy to Bosnia in the 1990s. When she retired, she had attained the rank of Lieutenant Colonel. Dan’s billets were primarily in Germany and Holland with significant deployments to Bosnia, Iraq and Afghanistan. In a career that began in 1984, he retired as a Colonel in 2006.
After choosing to retire to the Texas Hill Country & Fair Oaks Ranch in 2016, the Nosals have been giving back many times over to the local community. Charming Pet Rescue has been a major benefactor of their selflessness as they have fostered close to 150 pups of all sizes over the years. Other organizations they frequently support with sweat equity include Blessings in a Backpack, the San Antonio Foodbank, Haven for Hope, and the Bexar County Election Commission, just to name a few.
Colonel Greg Maxton, U.S. Army (Ret) & Karen Maxton
After graduating from Texas A&M and the Army ROTC program in 1983, Greg Maxton went on to a distinguished 30-year active-duty career in the U.S. Army. Greg retired as Deputy Commander of U.S. Army South Operation at Ft. Sam Houston in 2016 at the rank of Colonel.
Karen focused on community volunteering throughout Greg’s military career. In 2008 she was recognized for this service at Ft. Hood where she was awarded the bases’ prestigious Volunteer of the Year Award. After the Maxtons settled in Fair Oaks Ranch in 2013, Karen joined the Deer Meadow Estates HOA Board in 2017 and served as its President through 2025. Greg became involved in local city government as early as 2016, leading to his election to City Council in 2017-2021. He was then elected the 5th Mayor of the City of Fair Oaks Ranch, a position in which he will serve until May 2027. Greg Is also a member of The Rotary Club of Fair Oaks Ranch, where he served as President in 2021-22. He was honored as Rotarian of the Year in 2019-20.
Bill Fusco, U.S. Air Force & Kathy Fusco
Bill Fusco enlisted in the Air Force after college in 1969 and his aptitude for flight did him well and led to a 10-year career in the USAF as a fighter pilot. In 1978 at the rank of Captain, he resigned his Air Force commission and returned to civilian life for the balance of his professional career.
The Fusco’s have been active parishioners of St. Peter the Apostle Catholic Church since moving to Fair Oaks Ranch in 1997. Besides church functions, Bill & Kathy have volunteered at numerous FORHA events & Rotary service projects. Bill was a charter member of The Rotary Club of Fair Oaks Ranch when it was established in 2012. He has served in the roles of Club President and Foundation Board President and was selected as Rotarian of the Year in 2015-16. He also co-chairs the highly successful Rotary Club of Fair Oaks Ranch Foundation Charity Classic that has raised since its inception in 2012 nearly $1 million for local and international non-profit organizations.
Major Scott Parker, U.S. Air Force (Ret) & Teresa Parker
Scott Parker’s Air Force career spanned 27 years at locations foreign and domestic, and he retired in 2005 at the rank of Major.
Teresa has been active in the community in many ways since she & Scott moved to Fair Oaks Ranch in 2005. She has been an Activities Director at the Senior Center at Kronkosky Place in Boerne. However, much of her focus has been in the animal world including grant writing and/or fundraising for Hill Country Animal League, Charming Pet Rescue, Habitat for Horses Equine Rescue, and other similar organizations as well as providing community outreach services and animal fostering and rescue. Scott supports many of these activities at their home-based “The Sit & Stay Ranch” while also volunteering in city government. He was initially elected to City Council in 2021 and re-elected in 2022 and 2025. He has served on numerous committees and worked on several major projects.
